Chairman’s Opening Remarks.

 

This is the 2nd AGM of the Sub Branch in Chiang Mai.  He commented on the meeting venue and what a good job the staff at the Raming Lodge Hotel had done in preparing the room for us. The RBL started 90 years ago after WW1 which was supposed to be the war to end all wars. It is with sad reflection that with all the ongoing conflict in the world there is still an increasing need for the RBL. The Chairman went on to say that the general view of the RBL was a bunch of old guys standing round a bar having a drink and talking about their old memories, this image is slowly changing but we all need to promote the RBL in a positive light especially the excellent work of veteran’s welfare..

Chairman’s Report.

 

The Chairman started his report by saying that Rex Baggely was absent due to surgery. Carol Archer was also absent due to a serious eye problem. Both were wished a speedy recovery.

 

Highs and Lows for the previous year.

 

Low – changes in people holding position of secretary. Pivotal roll within the branch

 

Low – complaints about one committee member concerning another being made to me rather than the two people addressing their concerns directly with each other. Please resolve differences with the committee.

 

High – Membership numbers exceed 50 members. There is good recognition from the President about our membership figures and the number of Lady Members, diverse nationalities and experience within a small group..

 

High – fund raising events – it is not just about handing round the hat. The goal is to have interesting events to raise funds .

Special recognition to Sally Ward for the work she has put in organizing the special events this year.  Other thanks to Bernie Holden for the use of his vehicle. Sausage Bob Elkins,  John Burnett for the Christmas cards which will be used in all of Thailand this year not just Chiang Mai.

 

High – welfare. Special thanks to Nurse Jaa for her knowledge and contacts within the medical community and for all the hard work she has put in with clients.  Also Nancy Lindley for co-coordinating the visitor schedule for a client on behalf of the RBL and Lanna Care Net. David Hardcastle for taking people to hospital. The Welfare team is up and running, and have handled some very difficult cases.  These represent just the tip of the iceberg in Chiang Mai, according to the British consul Ben S Thompson.

 

High – Victor has now upgraded our website, please use and contribute.

 

Secretary/Membership Secretary Report.

 

It has been quite a volatile 12 months in the secretary department . First we lost Rex Baggely for personal reasons. We then had Colin Jarvis come in for a short period of time . Then I was seconded has Secretary while still fulfilling the roll as membership secretary. A Roll that I will continue to do when I am elected for 3 years at the end of this meeting.

Our Chairman has covered all the main events over the last 12 months so I will move on to the membership report.

 

At the last AGM it was said that the target for this year was to reach 50 members by this year’s AGM. We had pasted that figure by July of this year.  At the moment we have 60 members who have renewed their membership or joined since September. I would estimate that we will have 70 members with only 5 not renewing . That compares with28 members who did not renew last year for one reason and another. I think the Chairman and committee should be applauded for the way that they have recruited members over the last 12 month period. I would also like to give a mention to Bob and Jaa for their dedication in a very difficult welfare case that they have had to deal with.

 

Welfare Report

 

The welfare Chairman had this to say. We have two trained welfare officers in Chiang Mai. The expertise that we now have is being recognized various organizations in Chiang Mai. Over the coming 12 months we will continue to offer help and support to ex-service men and women in Northern Thailand when we are called upon for help and assistance. Members are encouraged to refer any cases that they may think qualifies for help in the first instance to the Welfare Chairman who can then pass it on to a case worker to assess the case within the RBL criteria.

 

 

Treasurers Report

 

The treasurer gave her report for the last 12 months and accounts and bank book were available for members to view after the meeting.

 

Social Secretary’s Report

 

The Social Secretary started off by saying since the last AGM the branch have met once or twice a month, usually at the Old Bell with additional forays to other venues.

Our President Graham Macdonald had visited the branch on three occasions.

Social evenings have also been held following our branch meetings. The branches social activities continue to support the Legions aims of providing a social setting attractive to everyone who is a member of the branch. To support fundraising and recruitment.

Social evenings have been supported by the branch and the Old Bell we have also received donations from members to support our social activities from individual members. One of our aims is that during the year members can save more than the 1,000 baht subscription by attending the socials. We have certainly achieved that this year.

I would like to thank the committee for their continued support. Sally Ward for organizing the 200 club activities and to my wife, beer who turns my ideas for the social evening promotions into reality.

 

 

Poppy and Remembrance Day

 

The poppy appeal boxes are to be placed in the same locations as last year. Richard requested that members make themselves available to attend the venues were the boxes are situated . So we can make people aware of them and the poppy appeal in general. The Remembrance service will take place at the foreign cemetery on the 11/11/11 with light refreshments afterwards at the gymkhana club.

The poppy appeal was discussed about adding it to our website. Other discussions were then had about 120 copies of the  service booklet being printed by City Life for 2000 baht. City life will donate the graphic art services. I would also like to ask the VFW to support the printing in exchange for recognition on the back of the booklet.

One member had objected to the sponsorship of the booklet, their followed a very spirited discussion about whether to offer sponsorship for this booklet. Also someone objected to the “religious” content of the booklet.  All members viewed the booklet then a vote was held.

 

All in favor to publish booklet as proposed and to permit sponsorship of the publication.

So the motion to go ahead with the printing and content was passed unanimously

 

About the service in Chiang Mai, We will follow the protocol of the British Embassy in Bangkok. There was a question from David Hardcastle about inviting a representative of Seri Thai- the WW11 Thai resistance movement . This question was referred to Richard.

 

 

Golf Day

 

The golf day organizer gave his report unfortunately it co-insides with the Remembrance service. Publicity has started with an article in the CM Post. It is anticipated that there will be 100-120 participants on the day. 30 have signed up as of 19th October 2011 and publicity is only just starting.

Prizes include 100,000 baht for a hole in one. There are many other prizes . Up to press there is involvement from Korean and Thai golfers too.

 

Christmas Cards

 

We have 70 packs of last year’s cards for sale first; when these have been sold we will purchase some of the new ones for this year.

 

Member Rob Kelly asked if he could say something. He then thanked the Committee on behalf of all the members on the work and organization of the branch. This was appreciated by all the committee.

Bob Machin then made an announcement about April 25-26, Hellfire pass for Anzac day and the memorial at the Bridge over the River Kwai. Numbers are required sooner rather than later so that we can book the transport and accommodation.

Distillery Visit

A discussion took place regarding the merits of the visit. The Chairman pointed out that the RBL was going through a re –branding world wide .The Legion needs to move on and it has been noted how the branch in Chiang Mai is progressing.

At the meeting it was stated that 14 people had registered to go on the visit up to date.

 

Regularity of social events

The Social Secretary gave out a social calendar which was accepted by the committee.

1st Wednesday of the month Ordinary member’s night a social night at the olde bell with all subsidies and sponsorship coming from the Olde bell.

3rd Wednesday of the month Games night a darts and pool evening, also dominoes and cribbage if their was enough interest.

If on the 3rd Wednesday   it may be that some members might like to meet and plan to visit other establishment’s .Then that could be planned by anyone involved.

4th Wednesday of the month, ex –servicemen’s night for anyone with military experience could come along and enjoy a dinner and a pint at subsidized prices. That is proposed to start on the 26th October 2011.

The social calendar was accepted by the committee.

 

VIP Visit

4th November 2011 a V I P visit to the Embassy in Bangkok, as requested to meet members of the Royal British Legion in Thailand. We need to find out how many members would like to go to the embassy. We would travel down to the embassy for 4.30 and remain at the embassy until 8.30. Free food and drink will be provided for all members.

 

Welfare Report

The welfare Secretary gave his report on the on going case, due to confidentiality not a lot more can be said about the case. A thank you should be given to Bob Machin one of our case workers and Jarr his partner for the outstanding effort that is being put into this case by both of them to the welfare of this Gentleman. A short wave radio is required for this gentleman, but is proving difficult to find.

 

Membership Report

The membership secretary gave his report; we have 65 members at this time with a possibility of another 5 applicants in the next month. Which would put our total up to 70 members?

 

Treasurers Report

The Treasurer reported that the General fund stands at 3,500B

.

Poppy Appeal

Poppy appeal organizer said the poppy order is in Chonburi and could be delivered to Chiang Mai by coach.

He is also going to visit the pubs on the existing list and also add the Zoom bar to the list. He said a new idea instead of just putting the boxes in outlets and leaving them .A member could attend one night a week to talk to people about the RBL. A request from Sally Ward, to put a box on the river cruise night to try and raise funds for the poppy appeal. Also at the final ex –pats meeting in October to ask if we could put a box there for the meeting.

The Social Secretary gave one last point see the proprietor of the establishments .Do not just give the boxes to the staff .They will just be put out of the way and not used if you do it that way.

 

Golf Day

The Vice Chairman and golf day organizer gave his update on the event. He needs a list from the Hon Consul of the VIPs who will be attending the event. One option is do we need to have transport to the course? We also need to get local sponsors for the competition 15% of players will receive prizes. The shirts need to be ordered at a cost of 400B each. He also needs further help for the competition from members of the branch.

City Life will give a decision on the posters in the next few days on poster sponsorship.

 

Anzac Visit 24/25th April 2012

It is suggested that we book into the same hotel 600/800B per room including breakfast. Bob Machin is liaising with Bert. Also Bob to see about the cost of VIP bus to Kanchanaburi. After the ceremonies we would be invited to a BBQ on the 25th organized by the Australian’s.

The cost of the Coach + Hotel is not known at the moment. We should have a final price In the near future.

The banners on the website have been doubled in size and the price for 1 year is now 2,000B .Only advertisers that have paid will be allowed.

1. Act of Remembrance. All stood and the Act of Remembrance was led by John Burnett.

2. Chairman’s Opening Remarks. The meeting was opened at 7.45. The chairman’s introductory address thanked so many members for turning out in such adverse weather conditions and the first floods of the season. He then addressed the need for members to become more active and involved, as the numbers grow it becomes more difficult for a small committee to provide a full service to all. Selecting as a topic he referred to members having ideas for activities or other occurrences within the branch and suggested that instead of simply mentioning the idea that the approach be made with a working plan involving the originator in it’s performance – “take ownership”.

3. Apologies. An apology had been received from Derek Higgs but not made known until the meeting was concluded.

4. Introduction of New Members. The Membership Secretary welcomed new members, however there were so many that it was not practical to introduce them individually.

5. Minutes of Previous Meeting. The minutes having been circulated the Chairman proposed that they be taken as read, on receiving assent he asked if there were any amendments or additions and as there were none the minutes were approved as presented.

6. Matters arising from previous meeting. – Chairman.

6.1. Summer Splash – results. On a rainy evening combined with an hour-long power outage 65 people holding of those holding the 68 presold tickets came along and had a wonderful time despite it all and made 9,000 Baht for the Poppy Appeal.

5,000 baht was also contributed by one of the joint winners of the 200 Elimination Draw. Letters of thanks have been sent to all the companies involved. A special vote of thanks was called for and applauded to members Sally Ward, Bob Machin and Bernie Houlden for their sterling work on and before the evening.

6.2. Poppy Appeal & Remembrance. The Chairman called on Richard Prowse to assist him. It was explained that this year our requirements could be met from the order placed by Chonburi. The exception to this was our requirement for wreathes. These were considered too expensive to ship over and a local alternative was being sought. Experience has shown that using the lapel Poppy in wreathes did not create a satisfactory appearance so offers of help in bringing items over from UK would not be suitable in this case. There will need to be some revision to the locations of the Collecting Boxes and more support given to the new locations. One additional oppertunity would be created as Sally Ward offered to go and ‘shake the tin’ at the Expat Club meeting closest to Remembrancetide. As a matter of interest it was reported that Seri Thai have recently adopted the Poppy as their symbol of Remembrance.

6.3. November Golf Day & it’s impact on Remembrance Service.

The vice Chairman spoke of the difficulties experienced locally in participating in this country wide promotion with competitions taking place in Chiang Mai, Korat, Bangkok & Chonburi, tee-off at 11.11 on Friday 11th November. 2 local golf clubs had been approached, the response from one suggested that the entrance fee would have to be higher than desirable; the other has yet to reply. As almost 400K baht of sponsorship had been locked in it was intended to do all possible to make this event a success with action being needed in the next couple of weeks and a final plan in place by late Sept. The events organiser pointed out that local sponsorship would be difficult to arrange for this date as the Loy Kratong Festival is also taking place at the same time.

There would be minimal impact on the Chiang Mai Remembrance Service, which will follow the established format of a 10.45 service on Remembrance Day, Friday 11th Nov. at the Foreign Cemetery. Few RBL members are golfers and those participating in both events would leave the Service after 11 o’clock – it would mean their arriving late at the selected golf course, which would be inevitable as tee-off is timed for 11 minutes past 11 to allow golfers to observe the 2 minutes silence.

The issue of diplomatic invitations was raised and it was agreed that the committee and the British Hon Consul would follow the guidelines established in Bangkok, and the invites would be sent to the diplomatic community by the British Consulate.

6.4. RBL 90th Anniversary Celebrations. Following the successful Garden party & 200 Elimination Draw earlier this year no further events are planned in view of the existing busy calendar

6.5. Report from Ben Svasti on meeting at the British Embassy. The Hon Consul explained that this visit was the equivalent of a ‘live fire’ exercise in that it was a real time exercise in contingency planning & management, with political unrest, natural disasters and man-made accidents being envisaged. This was deemed a success and pointed out further needs, particularly in intercontinental communications. It is envisaged that a local volunteer force will be involved as the scenarios develop.

6.6. Anzac Day Proposal. It had been suggested that the branch organise transport to join Chonburi branch & Korat Platoon in attending next year’s service in Kanchanaburi. On the 25th April services are held throughout much of the world to honour the members of the Australian New Zealand Army Corps. The service originated shortly after WW1 and in Thailand is conducted twice on the day. The first is a candle lit dawn service held in Hell Fire Pass, the second takes place at 10.00 at the Kanchanaburi War Cemetery. The RBL trip covers 3 days/2nights and visits these two services as well as a private side trip to Chung Kai War Cemetery to honour those mainly British Servicemen & women laid to rest close to the original Military hospital. At least 15 members present expressed interest in joining this visit.

7. Update by Chairman.

7.1. Visit of Branch President – Graham Mcdonald will visit Chiang Mai later this month and would be pleased to meet members at The Olde Bell on the evening of the 24th, when he will be happy to buy those attending a welcome drink. Do come along and have a chat with your President.

7.2. 4th RBL 200 Draw. This will take place on 10th August, more details will follow from the Events organiser.

7.3. Frequency of Social Meetings. Some members have queried the need for a fortnightly social meeting and following a discussion on the relative merits and the established practise of holding Branch meetings on the 3rd Wednesday of the month the Chairman proposed sending an email poll to members to ascertain their input and preferences.

7.4. RBL Chiang Mai Website. This has now been revamped, with a clean new look, thanks to the efforts of webmaster Victor Hayes. Just as importantly it is now Interactive. If you have anything to add to the site by way of announcements, photographs etc please register and help give an extra zing to our internet presence. If you have things you’d like to post and feel you would like a little help to do so, please contact Victor, he’s more than willing to do what he can.

8. Report from Secretary. Regrettably the sub branch currently does not have a Secretary hence the Chairman called on members present to consider taking on the position. Two candidates came forward, Richard Prowse and Carol Archer. The Chairman thanked them and indicated that their names would go forward for consideration by the committee.

9. Report & Financial Statement from Treasurer. The accounts are fully up to date, all new members fees & Poppy Appeal proceeds have been sent to Chonburi, and with one exception all expenses met. Having made provision for this 6,354 Baht remains in the Chiang Mai float, the amount of surplus over the agreed retainer of 5000 baht not being a sufficient amount to warrant transfer.

10. Report from Welfare Chairman. The Branch Chairman took pleasure in introducing Tony Archer, who spoke for the first time as Welfare Chairman, having has taken a most important step and established a Welfare Committee. The members of the committee are John Burnett, Charles Gross, Bob Machin and Tanamon ‘Jah’ Supirom.

The Welfare Chairman then announced that the first local caseworkers course would take place on 13/14 August and that two names from the sub branch have been forwarded. We have also received an excellent PowerPoint presentation on Welfare and the new Welfare Committee is giving consideration to it’s use, meanwhile if any member would like to see it, please contact Tony Archer. Anne Dawson than asked to thank those members who had been so helpful to Peter during his illness earlier this year to accept their thanks.

11. Report from Membership Secretary. At the AGM last October the committee had set a target of retaining and recruiting 50 members, following an initial downturn in membership we had reached 49 members at the time of the May BGM. Our numbers now stand at 63, following a 29% growth in membership in the last quarter, the best since the formation of the sub branch. This announcement from the Membership Secretary was greeted with applause.

12. Report from Social Secretary. The Social Secretary congratulated those concerned on the growth of membership and then spoke as host of the home of RBL Chiang Mai. With such growth figures and high turn outs as seen this evening it becomes easier for himself & Beer to continue putting on the special offers and promotions for RBL members.

13. Report from Events Organiser. Sally Ward reiterated the date of the next 200 Elimination draw – Wednesday 10th August at the Olde Bell. Pedr, Beer and TOB team will lay on a sausage extravaganza, including Bangers & Mash, Toad in the Hole and speciality Bangers from around the world. The 4th Elimination draw for a 10,000 Baht prize will take place, extra numbers can be purchased on the evening for only 100 Baht and as an additional prize The Olde Bell has added a 1,000 Baht Food & Drinks voucher for the lucky winner. So come along, buy more tickets, if you want 11,000 bahts worth of prizes – remember – You Have To Be In It To Win It.

14. Points for the Next Meeting. It is hoped that RBL Chiang Mai Christmas Cards will again be offered for sale, with perhaps additions to the existing range. If so would the committee aim to have them available for sale, say, no later than the AGM and in time for the Golf Day & Remembrance Service.

15. Date of Next Branch General Meeting. This will be the Branch AGM. To be held on Wednesday 19th October.

1 Roles of committee members clarified:
Chairman-Chair committee meetings, AGM. Can vote on matters but cannot have deciding vote.
Vice chairman-deputise for chairman-voting rights as above.
Welfare chairman-Run welfare committee. Reports directly to Chonburi and oversee all welfare matters.
Membership secretary-Keep all membership records up to date. Provide all details directly to Chonburi.
Treasurer-Keep records/accounts of all income/expenditure which can be audited by a member if requested.
Secretary-Maintain admin and procedural issues and advise members of any changes as appropriate. Point of contact for RBL Thailand and London.
Social secretary-Arrange a variety of social, interesting, meetings,visits,lectures etc

2.Appointment of new secretary. Kari to retrieve all books, etc from Colin Jarvis following his resignation as secretary. Chairman has requested any suggestions for a replacement to be advised to him a.s.a.p.

3 Welfare-Meeting was held in June between Glenn Croston and the welfare team to discuss training of welfare case workers. A course will probably be held in Chonburi at a date to be advised. Tony will collate a list of volunteers wishing to attend.
There are currently no ongoing welfare cases.

4 Finance. Up to date accounts presented along with bank book to reconcile.
5. Membership-Currently stands at 49 with several applications in the pipeline following recent social event.

6. Summer Splash. Big thanks to Sally for once again organising a great draw and to Bob Machin and Bernie for their help. The event went well despite continuous rain and 1 hour powercut. Funds raised total 8,935 baht –to be sent to Chonburi.
Prize draw- 3 draws now taken place and sufficient funds held to pay winners of the remaining 3, plus a surplus to be held until final drawer takes place.

7 Golf day-11.11.2011- Sub-committee formed with initial meeting to be on Sunday 10th July -to be confirmed- (Kari, Trevor, Sally, Charles and Colin.).

10th August 4th prize draw to be held at the Olde Bell.
3rd August Branch General meeting

9 Moving forward- We need to continue to recruit new members with a goal of 100 in 12 months time.
We need more varied activities to be held to attract new members and retain the interest of current members.
Committee members asked to give consideration to the following:
Meeting venue/s- Needs to be easily accessible to all members, with a facility to hold private, undisturbed, meetings. There should be the ability to provide reasonably priced food and drink.
Frequency of meetings-should this be changed? There are many groups that hold their meetings in the last week of every month and this can cause a conflict for members who are participants in some of these groups.
