The Act of Remembrance was given by the Chairman.
New Years Honours List.
The Chairman informed the Committee that our President Graham MacDonald had been awarded the MBE for his services to the BCC Thailand and that our Secretary Bert Elson had been awarded the BEM for his services the British Community. The Secretary will send letters of congratulations from the sub branch on their well deserved awards.

1. The meeting opened at 6pm.

2. Apologies were received from Tony Archer due to health reasons.

3. Minutes of The Previous Meeting.These having been circulated and there being no additions were taken as read. Proposed by the Chairman, Seconded by the Secretary and passed unanimously.

4. Matters Arising from the Previous Meeting.

5. Resignation of the Vice Chairman Kari Sirelius
At a meeting with the Chairman and Secretary on 26th December 2012 the Vice Chairman tendered his resignation from the Committee due to family commitments making it difficult to carry out the duties.
His resignation has been accepted the committee thanks him for his past services to TRBL.
5.1.All matters relating to Poppy Golf will now be dealt with by Chon Buri. A letter of thanks has been delivered to Graham and Barbara at The Pub by the Secretary for their sponsorship of 5000 baht. Graham informed the Secretary that he will be willing to sponsor us again next year, Letters of thanks will also be sent to Pedr at the Old Bell and Frank Sethi for their sponsorship. A letter of thanks to the printer will be sent by Richard Prouse, and John Burnett will produce a letter of welcome to new and future members.
5.2. Poppy Golf. Will be discussed under item 14 Future Events.

6. Chairman’s Report. Although 2012 was a troubled year we are no worse off membership wise. We should look to increasing our membership to 100 in 2013 and make use of the free advertising offered by The Chiangmai Mail to promote the Legion.

7. Treasurers Report. See detailed account. To summarise the Christmas dinner made a profit of 6500 baht and no subsidy was required. The General Fund stands at 13,263 baht and the Veterans Fund at 27133 baht.

8. Membership Report. We currently have 70 paid up members. 24 cards of members not renewing have been returned to Chon Buri.

9. Secretaries Report. The Secretary reported that after 3 months in the job he was now nearly up to speed and had no problems with the job. He had visited Chon Buri in mid-December and met with the President, Chairman and Secretary there and was still in the process of studying the manual.

10. Welfare Report. The Chairman reported on behalf of Tony Archer that there are no current cases requiring assistance.

11. Duties of the Branch Steward. The Branch Steward is to be the liaison between the branch and our new home at Kamala’s, and to continue to organise social events for the membership as he has been doing. The Chairman thanked The Branch Steward for his efforts throughout 2012.

12. In future Remembrance Day is to be Non-Denominational, The Poppy Appeals Organiser and the Secretary will arrange to meet with the VFW on this subject before this year’s ceremony to decide the protocol to be followed. A vote of thanks was given to Richard Prouse for his sterling efforts in 2012.

13. Hong Kong Sponsorship. The Chairman has been offered sponsorship from clothing companies based in Hong Kong, The provision of TRBL Polo Shirts is agreed and will be finalised in the near future. Offers of other clothing are to be investigated to ensure that they do not conflict with current TRBL regulations.

14. Events for 2013. Summer Sun will be held again, and proposals for a Dinner Dance, Ladies Night, Anzac Day, and The Naga Fireball ceremony were put up for consideration, These will be dealt with at a future date.

15. A date for an official opening of our new home at Kamala’s Guesthouse will be set, probably on 20th March. (To be confirmed).

Classic Cars of Lanna fundraising Vehicular Treasure Hunt

This is to advise that Classic Cars of Lanna have undertaken to organise a fundraising Vehicular Treasure Hunt in support of TRBL.

The event will take place on Sunday, 29th September, commencing at 10 am & will be open to all 2, 3, 4 or more wheeled vehicles.

The Hunt will start from Bistro 1 in NIM City Daily and will be limited to members of TRBL and CCL.

It will involve a journey of around 25 kilometres each way and will conclude with a lunch and prize giving at a Resort Restaurant.

The organisation of this event will be undertaken by CCL who will underwrite any costs involved.

It is anticipated that a charge of 200 baht per vehicle will be made and the cost of lunch will be 300 baht per person.

For those members of RBL who do not have their own transport it is proposed to sell seats in Classic Cars at 100 baht each, this will include a return ride to NIM City The event will conclude at the resort, we expect this to be around 2.30 pm.

TRBL Sponsored swim @ Centre of the Universe pool

On Thursday May 16th, @ 9.00a.m, there will be a sponsored swim at the Centre of the Universe pool to raise money for the RBL. The plan is to swim 2,5km (100 lengths of the 25m pool ).

Currently taking part are myself and Nancy Lindley.

1. If anyone else would like to join us, please let me know and I will provide a sponsorship form.(participants do not have to be RBL members)

2. I will be registering the swim on the Just Giving web site, so that anyone taking part can ask friends and family anywhere in the world to sponsor. Its a really simple process and I will send the link out in due course.

Kanchanaburi – ANZAC Day 2013

Dear Member,

As you may know we plan to run another trip to Kanchanaburi to commemorate ANZAC Day in April. The plan is we travel down on 24 and return 27 April, dates to be confirmed.

What I need at the moment is who would like to attend. I should point out a couple of things before you make a decision.

Chon Buri cannot make a contribution to the cost of hiring a coach, so it will cost more than last year, if I remember the cost was 1000 Baht per person so it will be around 2000 Baht per person this year, depending on the hire cost of course. One other point regarding transport last year we used a 30 seater coach.

We will also be responsible for arranging our own accommodation, the cost of accommodation last year was 800 per room per night.
A rough idea of costs will be around 4,400 Baht per person and a couple around 6,400 Baht..

Good Afternoon Member,

I have provisionally booked a 40 seater coach from Standard Tour, the same company as last year.
The bus will have 2 drivers and a W/C on board. The cost of the coach id 48,000 Baht and includes fuel. In order to keep the cost down we need as many members as possible to come along. As I said in my last email Bert, is not able to provide us with a subsidy so we will have to fund the entire trip ourselves, so if we can fill the coach it will cost us individually 1200 Baht per person.

I understand that some members were concerned about the lack of W/C on last years trip and elected not to go, so hopefully now we can persuade a few more members to come along.

Regarding accommodation Bert has a 6 rooms available so it will be first come first served. The hotel is the same as last year Noble Night Guest House. So those who do get a room then you’ll have to make your own arrangements.

We have left the planning of this trip a little later than last year if you would like to come along please let me know asp and those who would like to make their own arrangement I suggest you do so sooner rather than later.

Branch General Meeting.

1.Act of Remembrance.       All stood while Rob Kelly delivered the Exhortation.

2.Chairmans Opening Remarks and Report. The Chairman stated that despite last years turmoil the sub branch had an outstanding year, raising over 200,000 baht. Funds came from Kevin Reilly and the staff of British Aerospace in Saudi Arabia who contributed over 60,000 baht, The Christmas Fair in conjunction with Lanna Care Net organised by Nancy Lindley and her team, 50,000 baht and the Remembrance Day Service organised by Richard Prouse at which 180 people attended over 30,000 baht. The Chairman extended thanks on behalf of the Sub Branch for a job well done to all of them and their support teams. Thanks was also extended to Sally Ward for her work before she returned to the UK. A letter of thanks was sent to the printer for sponsoring the Service Booklet for the Remembrance Day Service.

The Chairman then announced that he had received sponsorship from Hong Kong for 150 shirts which will be sold at 250 baht each. Designs and logos will be decided later and submitted to the members for their approval. Events for the year will include the Summer Splash, and a dinner night, Anzac Day and a Malaysia trip organised by Chon Buri will also be looked at.Information on these events will be distributed by the Secretary in due course. Finally The Chairman passed on best wishes and the thoughts of the Branch to Tony Archer who unfortunately is currently not in good health.

3.Apologies. The Secretary had received apologies from Kari Sirelius, Tony Archer, Mrs Luangtanjai and David Eastman. There were no apologies from the floor.

4.Introduction of new members, John Burnett introduced Kevin Reilly to the members present, albeit belatedly as Kevin has been working abroad.

5.Minutes of the previous meeting, The minutes of the previous meeting having been circulated & there being no additions or amendments, the Secretary proposed that these be taken as read, seconded by Rex Baggaley and passed unanimously as a true and accurate record by those members who had attended the previous meeting.

6.Matters arising from the previous meeting. There were no matters arising from the previous meeting however the webmaster Victor Hayes requested that the membership send him information they wished put on the website to keep it updated.

7.Secretaries Report. The secretary informed the meeting that after 3 months in the post he was rapidly becoming familiar with the duties required and was still in the process of updating himself on a host of new regulations namely the New Version of the 2003 Charter of Incorporation and Schedules of which the new Version 7. came into force on 31st July 2012 and which he has just received a copy from UK.  Also the Presidents address to the Legion in London which he has circulated to all members, the main points being that in the near future close relatives of members will also be entitled to assistance and serving members of the armed forces will also become what will be known as Serving members of TRBL. Further information will be circulated when it becomes available however it should be noted in the words of the President “there will be big changes”in the future. There were two Committee Meetings and one Emergency Committee Meeting since the AGM. The secretary had been to Chon Buri in December (at his own expense)

and met with the President, Chairman and Secretary who informed him that they were happy with the way the sub branch was running with the exception of problems relating to the Poppy Golf which they were now taking over and required all funds held by the sub branch to be transferred to Chon Buri with immediate effect which was duly done by the treasurer on receiving the information from the secretary.

While in Chon Buri the secretary received information that Nick Epton who runs all overseas branches from HQ in London had resigned, the main effect on Chiangmai is that hard copies of the Legion Magazine will now no longer be sent abroad however it is posted and can be read online, this will save money in the UKs annual account. The webmaster has already sent Emails to London acknowledging this information.

The secretary asked all members who have any photos, plaques or memorabilia they would like displayed in the Legion Corner at Kamala’s to give them to Bob Machin the Branch Steward who will arrange with Ian to have them put on the walls. The secretary announced that he had along with the Chairman met with Kari Sirelius who expressed his wish to resign as Vice Chairman due to family commitments this was accepted and Kari is thanked for his contribution to the sub branch where we hope to see him back as a member. Kari has returned the golf trophies which are now on display in Kamala’s. The secretary informed the meeting that he had delivered letters of thanks to The Pub and The Old Bell for sponsorship of the Poppy Golf and that Graham at the Pub had said he would be happy to sponsor us again this year. Our President Graham MacDonald was awarded the MBE and our Secretary Bert Elson the BEM in the new years honours list the secretary has sent letters of congratulations to both on behalf of the sub branch and we look forward to meeting them at our launch of our new home at Kamala’s on 6th March. Finally anyone having problems getting Email from the secretary should send an Email to him major.rae@gmail.com to which he can reply and automatically put you on the branch mailing list.

8.Treasurers Report. The treasurer reported that the general fund now stands at 13,583 baht which includes monies from Bob Elkins Christmas cake, John Burnett, Dog and Bone and the accumulator. Expenditures were web site fees, bank transfer fees and a wreath for “Old Bob” Myers funeral in Chon Buri which was attended by Ron Rae & Richard Prouse on behalf of the sub branch. All money transfers required by Chon Buri have been sent.

9.Welfare Report. In the absence of Tony Archer the Chairman reported that there were no current welfare cases. A suggestion came from the floor that there should be some sort of form produced in which a member could record his/her wishes to be carried out on the event of throwing off the mortal coil. This will be looked at later and the membership informed.

10.Membership Report. The Membership Secretary Reported that we have 73 paid up members and that the Chairmans goal was 100 members this year.

11.Election of Vice Chairman. There was one nomination for the position. Rex Baggaley was proposed by Victor Hayes and seconded by Bob Kelly, there being no need for a ballot the secretary called for a show of hands from those present and Rex Baggaley was elected to the position of Vice Chairman unanimously.

12.Date of next branch general meeting. Due to Songkran this will now be Wed 25th April. The secretary will confirm this date later.

13.All matters having been dealt with The Chairman closed the meeting at 2100.

LEGION NEWS 20-12-2012.

Hi all an update for your information. Our first night at our new home Kamala’s Guest-house went well with 35 members attending and enjoying good food and drink at very reasonable prices. We will hold our social evenings on the first and third Wednesdays of the month after the festive season is over.

Last night was our Christmas Dinner at The River Market with fifty members and guests laying in to what can only be described as a magnificent feast of soup, salad, prawns, turkey with all the trimmings and Christmas pudding, well done the organisers.

On an administrative note all funds have now been transferred to our main branch in Chon Buri for forwarding to the UK by the December 31st deadline, our treasurer will present the account at the Branch General meeting on January 16th.

Our Vice Chairman Kari Sirelius has tendered his resignation from the committee due to family commitments which would prevent him from carrying out the duties of the post.
We thank him for his past services and hopefully will see him at our future functions as a respected member of the Legion.

This obviously means we will need to elect a new Vice Chairman. This will be done at the Branch General Meeting on December 16th at Kamala’s. Nominations for the position should be with the Secretary by January 5th 2013 latest. To include name of Nominee and name of proposer.

Nominees should make themselves familiar with the duties of the Vice Chairman (see below) and be certain they are able and willing to carry these out before accepting any nomination.The vote will be taken on the 16th by those members PRESENT at the meeting. Proxy votes will not be accepted.

Any member wishing to have any particular item brought up at the meeting should inform the Secretary by the 5th January so that the item can be added to the Agenda in good time.

We are currently holding a membership of 73 and our goal is 100 by mid 2013,please introduce anyone you think would support our endeavours.

All that remains now is for The Committee and Myself to wish you all a Very Merry Christmas and a Happy and prosperous New Year.

5 Branch Vice Chairman.

5.1. lntroduction

5’1.1. The role of any Branch Officer is to control the affairs of the Branch in accordance with the objects of The
Royal British Legion and to carry out any directions given by the Board of Trustees, Membership Council or by the,
County/District Committee.

5’1’2′ Branch Officers and Committee members are Trustees. Guidance for Charity Trustees is available from the
Charity Commission. Key points can be found in the Management Handbook: Charity Commission Guidance for
Charity Trustees.

5.1.3. The Branch Vice-Chairman is elected at the Annual General Meeting by those Members eligible to vote for
a period of 1,2 or 3 years.

5.1.4. Branch Vice Chairmen are to perform their volunteer roles in accordance with the Royal Charter as well as
all national policies and procedures. ln particular, Branch Vice Chairmen must act in a timely manner with
requests from County and National level, as well as being the key liaison between members of the Branch and th
County/National representatives.

5.2. The role of a Branch Vice-Chairman

5.2’1. The role of a Branch Vice-Chairman is to aid the Branch Chairman in managing the Branch. He should be
expected to show strong leadership, management and diplomatic skills, in particular when deputising for the
Branch Chairrnan.

5’2’2′ The Branch vice-Chairman must be conversant with the RoyalCharter and Management Handbook, and
must be prepared to offer guidance to the Branch committee accordingly, as directed by the Branch Chairman. ,

5’2’3. The Branch Vice-Chairman must ensure that the Charity complies with Charity law and with the
requirernents of the Charity Commission as regulator; he must in particular ensure? that the Charity prepares
reports on what it has achieved and Annual Returns and accounts as required by law. He must ensure that the
Charity does not breach any of the requirements or rules set out in its governing document and that it remains
true to the charitable purposes and objects set out there. He must act with integrity and avoid any personal
conflict of interest or misuse of charity funds or assets and not receive any payments out of the Charity,s funds
other than reasonable and necessary out-of-pocket expenses, such as the cost of travel to attend trustee
meetings’ He must ensure that funds are spent or earmarked for the purposes for which they were raised and
avoid undertaking activities that might place the charity’s endowment, funds, assets and reputation at undue
risk.

Key responsibilities of a Branch Vice-Chairman

5’3’1′ undergo initial appropriate training courses in a period of time as determined by the Training Advisory
Group and attend regular update training to ensure they remain conversant with changes in Legion policies.

5’3’2′ The Branch Vice-chairman is at all Branch meetings to deputise for the Branch chairman in his absence.

5’3’3′ The Branch vice-chairman should attend all Branch meetings so that they can be conversant with on-going
issues, and changes taking place within the Legion,in particular at Branch level.

5’3’4′ The Branch Vice-chairman may he given specific tasks by the chairman, such as the organisation of a
Branch event or chairing of a sub-Committee,

5’3’5. To ensure all new Members receive an induction to the Legion.
